Jo Lupo, A Town Called EUReKA: She's a former United States Special Forces soldier, deputy Sheriff (should've really been Sheriff if it wasn't for sexism) and later head of security of GD, she's badass and intelligent!
Samantha "Sam" Carter, Stargate: Theoretical Astrophysicist - she's the reason the Stargate works. She's also (by the end of SG1) a Lt Colonel in the Air Force (think that's the rank. She's not a full Colonel but Teal'c calls her Colonel Carter and that's good enough for me). She can shoot straight and well, saved the SGC from Hathor's weird rohypnol breath in season 1, knows a whole bunch of science stuff, helped the Asgard beat up the Replicators and just generally was awesome.
Claudia Donovan vs. Willow Rosenberg

Claudia Donovan, Warehouse 13: She’s young and knows more/has invented more stuff than people 3x her age. She has an intuitive understanding of stuff. Like she will have her own warehouse aisle one day. Genius is insufficient.
Willow Rosenberg, Buffy the Vampire Slayer: Willow is a nerd and at first her major skillset seems to be in that vein---research, computers. And she is very, very good at knowing things, finding things out, and working with tech! But her most impressive skillset that she discovers as the series progresses? Witchcraft. Willow learns she has a knack for the craft and she goes all-in. Early on, she performs a very complex and difficult magic that returns a soul to a vampire---something it took a group to do centuries ago. She ends up exploring magic for every angle, from selfish and dark (she erases her girlfriend's memory to avoid the fallout from a fight, she flays a guy alive, she literally attempts to end the world with just her power), to the brightest and hopeful. The pinnacle of her powers (at least on the TV series) is when she uses her magic to awaken the Slayer powers of every potential Slayer, and thousands of women and girls are suddenly imbued with a very real primal power that makes them capable of fighting evil. This is an unheard of bit of magic that Willow performs that gives the powers of good a much better fighting chance against the forces of evil.
